Britain and France Will Dispatch Military Personnel to the Country in the event that a Ceasefire Accord is Finalized

The UK and France have signed a statement of purpose concerning the stationing of military forces in the nation if a ceasefire be struck with Moscow, the Prime Minister of Britain, Keir Starmer, has stated.

Following negotiations with Ukraine's allies in the French capital, he indicated that the allies would "set up operational bases across Ukraine and erect protected structures for arms and equipment" to prevent any subsequent invasion.

The allied nations also put forward that the US would play the primary role in monitoring a halt in hostilities.

Russia has on multiple occasions stated that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this new development.

The Situation and Continuing Conflict

Russian President Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Moscow presently occupies approximately 20% of the country's land.

"This is a vital part of our vow to support Ukraine for the duration," commented Starmer.

National leaders and senior officials from the "Coalition of the Willing" were involved in the recent discussions.

Speaking at a shared media briefing, he further said: "It establishes the framework for the legal framework under which British, French, and partner forces could operate on the ground in Ukraine, protecting Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."

The UK prime minister also stated that Britain would participate in any US-led verification of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Top Washington representative Steve Witkoff stated that "long-term defense assurances and strong economic promises are critical to a enduring ceasefire" in Ukraine – mentioning a major demand made by Kyiv.

The negotiator indicated the allies had "largely finished" their work on establishing such guarantees "to ensure the citizens of Ukraine know that when this hostilities ends, it ends permanently."

Jared Kushner, US President Donald Trump's special envoy, also was involved in the discussions.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's allies had made "major advances" at the meeting.

He said that "strong" defense assurances for Ukraine had been settled upon in the case of a prospective truce.

Ukraine's leader Volodymyr Zelensky said that a "huge development" had been made in the talks, but cautioned that he would only view efforts to be "enough" if they culminated in the conclusion of the conflict.

Earlier, he indicated a peace deal was "mostly finalized". Agreeing on the outstanding 10% would "determine the outcome of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the heart of key disagreements for negotiators.
  • Putin has repeatedly warned that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, dismissing any middle ground over how to end the war.
  • Zelensky has so far excluded surrendering any territory, but has suggested that Ukraine could pull back its troops to an mutually accepted point – but only if Russia follows suit.

Moscow currently controls approximately 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk region. The areas form the industrial region of Donbas.

The earlier US-led 28-point framework that was widely leaked to the media last year was perceived by Kyiv and its EU supporters as being disproportionately favorable in Russia's favor.

This led to weeks of intensive negotiations – with all sides trying to amend the draft.

Recently, The Ukrainian government presented the US an updated framework – as well as distinct documents describing possible defense assurances and provisions for Ukraine's rebuilding, the President said.
